PCA9540BD VDD question

I'm using NXP's PCA9540BDP,118 and want to confirm what my VDD needs to be for a voltage translation from 3.3V master to 1.8V slave devices.

If my pull-ups on SDA/SCL is 3.3V and my pull-ups for SDA0/1 and SCL0/1 are 1.8V then my VDD needs to be 1.8V and can't be 3.3V.  Is this correct?  Am I interpreting the datasheet correctly?
