Can you identify the programmer you are using a bit more clearly?
OSBDM programmer supported by P&E is only used in some development boards (e.g. https://www.pemicro.com/osbdm/osbdm_description.cfm) There is an earlier version that is not supported - I don't know why they used the same name!
Also many of the OSBDM interfaces currently available are actually USBDM.
A picture may clarify the situation.
