When switching to boot there is a 10ms drop in a GPIO that I would like to reconfigure to keep high during the entire boot process.  The pin has a 100k resistor pulling it down externally.  Is it possible to do this through a configuration register or some other means?

During reset pin state is Hi-Z. If you need to keep some level on that pin, you need to use external pull resistor, I would recommend stronger value in order units, maximally tens of kOhms.
