When trying to enter debug mode,warning is show below and RESET (Pin-9) is always driven low(either the red or the yellow LED light up),bug my board can working ok when use OpenSDA;
Any ideas what I could do or check?

Yes, when I use OpenSDA, it works normally, both for debugging and programming, but when I use JTAG, it cannot be programmed and debugged. I have tried both external 12V power supply and USB power supply
