SDK 2.4 is using emWin 5.38 which was released end of 2016 (about 17 months at this writing). Current version (as of end of 2017) is 5.48
What is the update policy that NXP is using? About how long does NXP wait to update things like this?

The emWin update to version 5.48 is in progress.
According to our plan, it will be released in next version. KSDK 2.5.0
