am I allowed to reprogram 4byte unerased flash area that contains e.g. 0xFFFFFF80 to 0xFFFFFF00 (switch unprogrammed bit or bits from 1 to 0 while have some bits already programmed)?

No - this (cumulative programming) is not allowed and can damage the chip.
