There are lots of solutions that don't involve using a level shifting chip. For digital or analog inputs you can use resistive dividers. For outputs driving LEDs you can have the I/O pin drive an external FET or transistor. If you're driving something like an SPI, I2C or parallel bus it gets complicated.
