Not active Display in Windows settings - with PTN3460I.

Hello, сolleagues!

I have a board with a microchip PTN3460I https://www.nxp.com/docs/en/data-sheet/PTN3460.pdf 

I configure it as explained in the datasheet. I'm having a problem. Windows apply the device with the name (I chose this name in settings 3460). But at the same time I can’t configure it, it is inactive. Please tell me what could be the problem?
And can I get DPCD tool? I tried various combinations of settings. I read all this forum and everything I found on the Internet.
