Multiple SL2S2602 tags in FOV disable Android NFC reading

I have a tag that I'm evaluating for a development project.  It incorporates a SL2S2602 ICODE SLIX2 IC.  I'm using the NXP TagWriter Android App from Play Store to do my evaluation.  The tags that I'm evaluating are on a roll.  When I lay the roll out and quickly place my Android device over 2 tags, neither is read and NFC reading on the Android device is disabled (i.e. can't read tags).  I must either restart the device or disable/re-enable NFC in settings to get the device to start reading tags again,  I've seen this behavior on CAT S41 with Android 8.0.0 and Samsung S9 with Android 9.0.0.  I did not see this behavior on Kyocera E6810 with Android 7.1.2 or Huawei MHA-L29 with Android 8.0.0.  I also tried this with SL2S2002 ICODE SLIX tags (saw same behavior) and 14443 tags (did not see same behavior).  Has anybody seen anything similar?
