I am using TJA1100 Ethernet PHY Transceiver

I would like to ask about the base address of the chip. I know from the datasheet it is 5-bit address the most significant bits are 001, and what about bit1 and bit0 ?
Are they zeros ? so the address is 00100 ?

Hi,

The PHYAD0 and PHYAD1 pins determine lower 2 bits of the PHY address (PHYAD[4:0]).

PHYAD[4:2] is set to 001 by default. So if e.g. bootstap pins set the PHYAD0 and PHYAD1 low, then PHY address used in SMI frame will be 0x4. The PHY can be always accessed via address 0.
