If i am not using ATD what can i do with VRH and VRL. I am trying to keep th PCB as small as possible.

you can connect Vrh to VDD and Vrl to ground, I did this and i had no problems.

I used to leave these pins unconnected, as far as i know, it works well. i think you can have a try
