QSB out-of-box failure

Hi All-

My brand new QSB (arrived from Digi-Key yesterday) lights the green 5V and red FLT LEDs when I power it up. I have the supplied uSD card inserted and a 115.2K link to a terminal emulator on a notebook (I know this path is good from testing with another 115.2K system). The FLT LED seems ominous, assuming it's LED D16 on the schematic. What does it mean and what might be wrong?

My board does this also when I plug in the power cable.  When I press the power button all other LEDs come on and the FLT LED goes off.  Do your LEDs change after pressing the power button?
