There's a MfgTool for RT1170 EVK and you can find it resides in the SDK library (~\middleware\mcu-boot\bin\Tools).

I am testing mfgtool-rel of "SDK_2.9.1_MIMXRT1170-EVK\middleware\mcu-boot\bin\Tools" with rt1170evk. but found some problem as follows;
ModuleID[2] LevelID[10]: ExecuteCommand--Blhost[WndIndex:0], Body is load-image "Profiles\MXRT117X\OS Firmware\ivt_flashloader.bin"
ModuleID[2] LevelID[10]: PortMgrDlg(0)--Path=\\.\hid#vid_1fc9&pid_013d#6&30f3aaaa&0&0000#{4d1e55b2-f16f-11cf-88cb-001111000030}
ModuleID[2] LevelID[1]: Jumping to Flashloader. [WndIndex:0]
ModuleID[2] LevelID[10]: CmdOperation[0], current command executed failed, so SetEvent(hDevCanDeleteEvent)
Please refer to attached log file. And the RT1170 SDK has no "blhost", so just copy it from FLASHLOADER-RT1064-1.0.
