Convert SVG to elementary structures, VGLite Toolkit

foollowing this post and looking for a suitable way to convert SVG fonts to elementary structures useable with VGLite. Is the tool available somewhere? Is the VGLite Toolkit mentioned in AN13778 available for download? Thank you in advance.

yes, I am looking for the conversion tool and/or "VGLite Toolkit" and possibly for any additional documentation about the elementary structures format.
