MfgTool2: Initialize the library failed, error code: 29

I want to use 

Flashloader_RT1064_1.0_GA\Tools\mfgtools-rel\MfgTool2.exe

In windows 10 but as soon as I start this tool I get a message:

Initialize the library failed, error code: 29

What am I doing wrong?

I understand it now: this is the error you get when you start the program twice...
