IMX8MEK pcie Phy link never came up

I use NXP iMX8MQEVK board for porting Qualcomm qca6678 pcie wifi linux driver,  iMX8MQEVK use m2 socket to connect with qca6678 chip. However, I want to downgrade the link speed form 5G to 2.5G. I have typed some command  below :
