It's necessary for Floating license to connect internet?

Our costomer have just purchased 2 sets floating license of HCS12 Pro.. Their computer can not connect to internet. I want to know if it's available for installing floating license on this occasion.

With the floating license setup, the customer needs to setup its own license server in his network, then the actual licenses are bound to this license server PC.
Therefore no connection to the internet is required, just all the license clients must be able to reach the license server via the network.
