The periodic reset caused by core lockups is expected as the Flash is blank.
How do you program the MCU and what is the output of the programmer?
If you use a script, basic connection steps are described in AN12130 Production Flash Programming Best Practices for S32K1xx MCUs.

I have the same problem. So, the community were checked.
But, it has not yet been resolved.

1. Proto-type board is not work.
-. PE-micro do not recognize Proto-type.
-. (Proto-type)Reset pin toggles about every 120us.
2. S32K146 EVB board is not work.
-. PE-micro do not recognize (JTAG mode)
