I understand you want to implement an AB swap functionality with S32K3 devices. This is just possible with HSE. We provide the HSE Demo App and the HSE OTA demo that could help you. These can be downloaded from S32K3 Standard Software (HSE FW and HSE Demo App) and S32K3 Reference Software (HSE OTA demo). 

Also, what do you mean by "achieve offline flashing"?
