The KITPFPGMEVME (PF Series Programmer) + the KITPF0100SKTEVBE (Programming Socket Board) PF0100 tools can be used to program the PF4210.
You can download the latest revision of the Control GUI 4.1 from here
Once you have installed the new revision of the GUI, please follow the instructions to load and run the script as mentioned in section 5.10 of the KITPFSWUG4 User guide
Also, sections 10.1.2, 10.1.3, 10.1.4 and 10.1.5 from pages 18 to 21 of the device datasheet have the information for the OTP function of the PF4210: https://www.nxp.com/docs/en/data-sheet/PF4210.pdf
Application Note AN4536 is a document that provides a detailed description of the One-Time Programmable (OTP) function of the MMPF0100, but you can use it as a reference for programming the PF4210: https://www.nxp.com/docs/en/application-note/AN4536.pdf
