read the program of the chip through JTAG

Yes, you can download the Flash programming tools from the link:

With the tools and MultiLink Universal device, you can read code or data  and program the on-chip flash of MC56F82xxx.

The MC56F82xxx supports the flash security function, when you write a specific byte to a specific address of flash, the JTAG is blocked to protect cusomer IP.
