can I control updating connection parameters via l2cap only not via link layer?

I am using QN9080 board and I want to update the connection parameter.

I see in the sniffer session, sometimes it uses the link layer to send request updating parameters.

can I force to update connection parameters via l2cap only not via link layer?

Please look at the 7.8.18 LE Connection Update Command Core v4.2 BLUETOOTH SPECIFICATION.

You can run some test using the HCI Black Box example and the Test Tool software.
