Are the PCA9671 I/O cold sparing?

Hello,

The PCA9671 datasheet states that the input/output pins are "5 Volt tolerant".  Is there any issue with connecting an I/O to 3.3 Volts when VDD is not powered?

I note that the input voltage is speccified to a maximum of 5.5 Volts with no reference to the VDD pin.  However, I can't find figures for the I/O leakage current when the device is not powered, and don't want to take the answer from the absolute maximum values alone.
