New to NFC and having trouble reading certain credit/debit cards

Hi There,

We have the PC900s from Shenzhen ZKC that uses a NXP chip running Android 5.1.  The nfc reader scans some Australian cards and not others.  

I have attached some debug output from the NXP tag info app that we ran on a pixel phone and scanned a card that works on the PC900s device and a card that doesn't.  Can anyone see any reason why the non-working card would not scan.

Any assistance would be greatly appreciated.
