Bringing up a new MPC5534 processor board.  VDDEH is 5V and VDDE is 3.3V.  The VDDE voltage initially goes to 3.3V but  is driven up as high as 3.86V once the VDDEH voltage rises above 4.5V.  Checked the pin assignments and they are correct.

This has been solved.  I found that a 5V logic part with substantial output drive capability was driving the processor GPIO207 input, which is sourced by VDDE (3.3V).    When the part's logic output was low there was no affect on the VDDE, but when it was high, it was able to drive 114 mA into the input and raise the processor VDDE voltage.
