Is HSM interaction required for JTAG Password Protection? If so, Can you let us know the steps involved and the drivers to be used? Or can JTAG password security be done as a standalone protection?

No. JTAG password is part of the PASS module. It is separate from HSM and usable also on parts without HSM.
