Can the multiplexed address/data bus (IFC_AD0-AD15) of the LS1043A be connected directly to the data bus of a NOR Flash device and also to the input of a latch device to latch the addresses for the NOR Flash device?

Yes the multiplexed address/data bus (IFC_AD0-AD15) of the LS1043A can be connected directly to the data bus of a NOR. See example from the reference manual.
