CCS last error: ELF is not in expected HALT mode

I'm using a P1021 on an X-ES Xpedite5551 board.  I'm also using CodeWarrior for Power Architecture Version: 10.5.1 with the CodeWarrior USB TAP JTAG.

I'm attempting to download and elf file to memory and debug.

When I click debug, I get the following error:

Failed to resume target process.
CCSProtocolPlugin : Error writing memory
[CCS last error: ELF is not in expected HALT mode ]

However, I am able to attach the debugger.

I've been able to resolve this issue by adding the initialization script in the debug connection settings.

Debug Configurations -> My Debug connection /> Under target Settings click Edit ->  Under target Click Edit ->
