The K66 in 144 LQFP can be placed on the footprint of a K60 since its power supply pins are the same.
However, whether it can used directly depends on the design.
For example, if you presently use high speed USB on the K60, connected via ULPI it won't operate the same - the K66 doesn't use this interface and has an internal HW USB transceiver, making the overall circuit different and incompatible.
The same is true for several peripheral functions: eg, if you presently use I2S on PTE24 it is not available in the K66.
The K66 also has no NAND controller, in case this is used in your present design.
Note that there are quite a number of SW differences between the two devices (eg. LPUARTs replace some UARTs even when the pin outs are essentially compatible).
To summarise, it is true to say that there is a high level of HW compatibility which makes a replacement possible in some cases. However it still depends on the present design as to what exactly needs to work and there is a risk that something will no longer be possible. You need to check each pin functionality between the two to be ale to decide.
