Matter devices use IPv6 for the network layer but I understand this IPv6 will be allocated by the Commissioner or allocated to the device by the Router. If issued by the Commissioner, if I disconnect the wifi router's internet connection, will Matter devices be able to communicate locally with each other?

Matter protocol uses IPv6 addressing for its operational communication.

The architecture of Matter Network Layer is IPv6.

For further information about this, kindly refer to Matter Specification.
