How can I effectively utilize the 64MB SDRAM available on the NXP RT1170 to expand memory for accommodating a substantial buffer, specifically for storage and retrieval purposes (not program booting)? What are the recommended steps and considerations for implementing this? Thank you for your assistance.

You can access to the SDRAM by using the direction of it.
You can refer to these documents to relocate code/variables to different memory parts:
Relocating Code and Data Using the MCUXpresso IDE - NXP Community
How to Enable Non-XIP Boot on i.MX RT Series EVK (nxp.com) - Refer to chapter 5
