access pcie switch regs which locate high address

Hi  My platform os linux  work on IMX6， FPGA via switch connect to IMX RC，I use linux tools of lspci/setpci to access switch regs,  but when addresses more then 0x1000，something wrong， lspci/setpci can't work,  anybody help me

switch regs initial by EEROM,but I  can't burn EEROM everytime, so I need strong tools like lspci to  access more then 0x1000 address;  Sincere thanks ！
