Hi

Does it oscillate when power is supplied to i.MX6ULL without writing a register?

Will oscillation stop if 3.3V is supplied to NVCC_PLL?

Need to add a decoupling capacitor and a storage capacitor. Because this is the output of a power supply.

yes, it does.
No need for customer's software configuration, 24MHz can start the oscillation by itself.

Yes, it will be possible.
NVCC_PLL is the output of the internal LDO_1P1, which supplies power to the internal PLL. If you connect 3.3V to this pin, the internal PLL will not work properly and may even damage the CPU. This is not allowed! It is entirely possible to cause the 24MHz crystal circuit to not work.
