mfgtool imx8mq evk fails

I'm having the exact same problem on my machine.  I believe the problem is that the file "rootfs.tar.bz2" is zero bytes in length.  It looks like the rootfs didn't get zipped properly.

Hello,

   Use "mfgtools-with-rootfs-mx8.zip" instead of "mfgtools-without-rootfs-mx8.zip".
