IMX6DL, ONOFF Button press causes RESTART instead of POWER OFF if booting from eMMC

The IMX6dl reference manual states that a 5 second press of the ONOFF button should power down the device.  If we boot from an SD card, then everything works correctly and the device powers down.  If we boot from eMMC, then the system going down correctly, but then immediately starts back up.

Anyone have an idea why the boot location would affect the performance?  Are the settings for the eMMC that need to be set in order to enable power down instead of reset?

Small extra tidbit of information.  If we interrupt Uboot and get to the Uboot terminal, and then try to shutdown, it still restarts if we booted from eMMC and shuts down if we booted from SD card.

Whatever is causing this issue does not seem to be related to loading the Kernel
