How can be estimated the power consumption in a processor

The power dissipation in a complex system depends on the process the system is doing. In a processor this highly stocastic. In this case the easier way is to measure the current in the core's power supply. However sometime it is better have an estimation prior to having a coplete code to evaluate. Is it a way that can be estimated?

estimation for Cortex A9 : 0.25 mW/Mhz
