If the PMIC is still controlled from the processor using the PMIC_STBY_REQ and PMIC_ON_REQ signals, as it is done on the original SABRE SD board, you can use the processor's ONOFF button (POWER button of the SABRE SD board) to switch the power Off and then back On. This will completely power cycle the board, except of the PMIC core logic.
