I use an external crystal oscillator and choose an external reference clock, but I use a signal generator to generate an 8M crystal oscillator input to the EXTAL pin, but I cannot measure the output waveform at the XTAL pin. EREFS=0 for SOSCFG.WHY?

The S32K1xx supports crystals or resonators from 4 MHz to 40 MHz.
Please refer to section 3.1 (EXTAL and XTAL pins) of the Hardware Design Guidelines for S32K1xx Microcontrollers, there are mentioned all the things you need to consider for the Quartz Crystal / Ceramic Resonator.
