The compiler is not being updated to the February version you posted.
I updated to version 3.
S32 Design Studio for Power Architecture 2017.R1 Update 3 - S32Rx7x SDK EAR 0.8.3
I am still getting the Error and the gcc version remains the same.
I tried updating to
S32 Design Studio for Power Architecture 2017.R1 Update 3 - S32Rx7x SDK EAR 0.8.3
Which should be the update I need, but I did not see the compiler update.
This version mentions the gcc version 4.9.4 update, but it is a Tar ball, which I am not familiar with, so I opted for the Zip version

I finally ended up giving up on trying to fix S32 Version 2017.R1 and updated to S32 Version 2.1.
I have been putting off updating S32, but this issue needed fixing.
I had to fix a few issues with the paths not pointing to the correct tools. Nothing is ever easy.
As far as S32 2017.R1, no matter what I tried upgrading to, I still got the same powerpc-eabivle-gcc version.
In conclusion, it works now.

Have you installed Update 2 as recommended by Alex?
This update includes also GCC update package.
Please verify the gcc build version as depicted on the attached screenshot.
