I have the BDM setup correctly (according to P&E) and the Multilink can't get the frequency of the device. Is anyone else having a problem, or do I need to contact P&E directly?

Did you look at UF32 erratas? If not, then read maskset number from your chip case, like 1L47S, and go here

MUCts01498 errata has YES in workaround column, but in fact you can't unsecure secured chip over BDM.

I am using Rev.A of the P&E Multilink. I had it working earlier (with an IO_DELAY_CNT of 16). After trying to install a program onto it, I believe the secure bits (bytes) were written, and from what P&E said, this is the only chip that can't be unsecured? I'm in a real bind, and need an answer quickly. Is there a way I can unsecure it?

Thanks for the input! I'll look at it and see what I can do with it. Luckily I have a backup chip for a case like this, so now I know how to get around this silly issue.
