   You don't need to download it.

   if you develope your application with reader libary, you can find it in Reader Lib directery.

   For example:

PN7462AUPspPackageFull-v05_12_00\PN7462AU Software\PN7462AU-FW_v05.12.00_Full\PN7462AU\phHal\phCfg\xml\

  if you are using cockpit to connect board, it will be in the path of installation of cockpit.

   If have the version 28.0.0 of user_ee.bin in my package. I wanted to test the card detection with 27.0.0 version of user_ee.bin. So i wanted to check whether the older version (27.0.0) of user_ee.bin is available online.
