I intend on using a NTGA I2C chip in a passive NFC tag setup for usage in a mobile phone dock. Can I leave the pins SDA, SCL and FD floating? Also I do not need energy harvesting, does that mean I just connect VCC to VOUT and VSS? Will I need resistors placed between VSS and VOUT or VOUT and VCC?

Yes, you can floating them if you don't use it.

No. you don't follow the steps for the energy harvesting if you don't use it.
