I wanter to use 80KB Flash memory for bootloader,Can I use address from 0x00F9C000 to 0x00FA0000(16KB+64KB),In the datasheet 0x00F9FFFF to 0x00FA0000 no used.

Yes you can use this flash memory.

0x00F9C000 is bootable location, usually used for bootloader.
