I was able to install libpython3.8 on Linuxmint 21.3 (based on Ubuntu 22.04) using the "deadsnakes" ppa.
Note that Ubuntu 23.10 is not officially supported by MCUXpresso IDE (i.e. we did not explicitly verify it on this OS). Looking at the screenshot you offered, I don't see the full log, so I suggest you manually install "libncursesw5" and "libpython3.8" (the other dependencies are "libusb-1.0-0-dev", "dfu-util" and "libncurses5").
