iMX8M Software H.264 Encoding Speed Not as Advertised

The nxp website clearly states that the iMX8M can encode "1080p30 (h.264) - SW" (https://www.nxp.com/products/processors-and-microcontrollers/arm-processors/i.mx-applications-processors/i.mx-8-processors:IMX8-SERIES

 

When we have tested this using the encoder in Android, however, we are only seeing 4 to 5 fps for 1080p encoding.

 

What are the conditions to get 1080p software encoding up to 30fps? Even if this is marketing specs, I would like to know all the caveats that need to be in place to achieve 30fps so that we can understand what we need to do to replicate this claim.
