LSDK1809 flex-install mkfs.vfat unable to open /dev/sdb1

Hi,

I have built LSDK1809 linux successfully in ubuntu18.04.

but when I install distro onto USB(sandisk cruzer 8gb and cruzer glide 16gb) with command: 

#flex-installer -b bootpartition_arm64_lts_xxx.tgz -r build/rfs/rootfs_ubuntu_xxx -m ls1043ardb -d /dev/sdb

I got the error message as following:

but I have installed LSDK1803 disotro onto USB successfully in ubuntu16.04.
