usb-kw41z stuck in reset, can no longer program

I seem to have got my usb-kw41z into a state where it no longer works.  When I observe RST_TGTMCU_b, I see the attached waveform.  I have checked the supply rail (P3V3_KW41) and it looks fine.  When I drag and drop a new .bin file into DAPLINKBOOT, after a delay of about 45 secs, the file "FAIL.TXT" appears.  This says "The transfer timed out".


From the waveform, I am guessing that every time (internal) reset is released, something happens which causes it to be re-asserted shortly afterwards.  Is it possible that I have inadvertently programmed a flash location which causes this?  If so, is there any way to undo it?
