RCW override has no effect

I'm debugging a new T2080 board.  Using RCW override to initialize the T2080.  A dump of the RCW status registers fully matches the RCW override data provided.  However, individual status register (such as MEM_PLL_RAT, the DDR PLL ratio) are still showing the default RCW values (seem to match the hard-coded values).

Any idead why the RCW would not be taking hold?
