Hello,

Which EVB kit are you using or is this your custom board?

Are you using external power or USB power. Check board jumpers.

Are you using OpenSDA or pemicro or your custom build debug tool?

my board is DEVKIT-MPC5744P REVE, using OpenSDA micro USB.
