TFF1003HN is Voltage-Controlled Oscillator (VCO), which generates output frequency in range from 12.8 to 13.05.
This output frequency is internally divided by divider and output of this divider is compared with reference input frequency.
Possible divider values are: 256, 128, 64, 32, 16
If your reference input frequency is approx. 50Mhz than you should use divider value - 256.
Please look TFF1003HN device datasheet, Table 8:

In this table you can see that for divider ratio 256 you can have input frequency in range from 50.000 to 50.997
So, for fixed divider rate "256" there will be:
for input frequency 50.000 Mhz:
50.000 * 256 = 12800 Mhz
for input frequency 50.997 Mhz:
50.997 * 256 = 13055,232 Mhz
In other words, for output frequency 13,05 Ghz yu have to use input reference frequency ~50.997 Mhz.
